Trans-Canada Highway Twinning — Whitbourne Westward
About 40 km of TCH twinning west of Whitbourne, now being let as traditional contracts after the P3 was cancelled.
What’s being built
Roughly 40 kilometres of the Trans-Canada Highway between Whitbourne and Chance Cove is to be twinned. The province cancelled the public-private partnership procurement in January 2026 and is now using traditional progressive contracts instead, which usually means the work is broken into packages that local heavy-civil contractors can bid. It sits inside a joint federal-provincial twinning envelope of up to $306 million, so no single value has been published for this stretch.
